刘红梅 Hongmei LIU

刘红梅律师有十余年的海关工作经历，先后从事进出口货物的布控、查验、估价及知识产权保护，海关行政案件的经营、调查、审理及执行，刑事走私案件的侦查、预审及执行等多项工作，曾参与侦办多起海关总署缉私局一级挂牌督办案件。

刘律师是美国佐治亚州和纽约州的执业律师，曾在亚特兰大首位华人律师开办的事务所工作，参与办理了多起侵权案件，并协助客户开展农产品的国际贸易输出，对美国法律有一定的实务经验。

Ms. Liu has over ten years of customs work experience. She has been engaged in the control, inspection, valuation, and intellectual property protection of import and export goods, the operation, investigation, trial, and execution of customs administrative cases, the investigation, pre-trial, and execution of criminal smuggling cases. In particular, she participated in a number of cases where the Anti-smuggling Bureau of the General Administration of Customs supervised the handling of cases.

Ms. Liu is a practicing lawyer in the states of Georgia and New York, USA. She is experienced in U.S. law. She once worked in the first firm opened by a Chinese lawyer in Atlanta, participating in multiple infringement cases, and assisted clients in the export of agricultural products.

张轩 Jonas ZHANG

张轩律师的主要业务领域为经济制裁与出口管制、数据保护、国际贸易、跨境合规。曾参与中美经贸谈判咨询工作、《外商投资法实施条例》立法咨询、《出口管制法》立法咨询、《技术进出口管理条例实施条例》起草咨询、以及发改委《高水平国际投资协定》等相关课题研究工作。张律师拥有法学与国际商务交叉学科知识基础，具有法学与国际经贸、企业管理与财务管理等学科专业教育背景，对跨境企业的商业活动有深入的了解，能够为客户提供符合利益需要、具备可操作性的高质量法律服务。

Mr. Zhang mainly work in the fields of export control, economic sanctions, foreign investment, and trade-related compliance. He has participated in the consultation work of Sino-US economic and trade negotiations, the legislative consultation of the Regulations on the Implementation of the Foreign Investment Law, the legislative consultation of the Export Control Law, and research on topics such as the "High-level International Investment Agreement" for the National Development and Reform Commission. Jiadai Zhou’s main practice areas are export control and economic sanctions, as well as labor-related compliance in supply chains. She has been deeply involved in legal research and compliance system development projects for companies including Alibaba Cloud, CVTE, BGI, and Xiamen International Trade, covering export control, economic sanctions, and supply chain labor compliance.

Jiadai Zhou obtained her Master of Laws (LL.M.) in International Economic Law from The Chinese University of Hong Kong in 2021 and is a qualified lawyer. 周大勇 Dayong Zhou

Zhou Dayong is a managing partner at Beijing Globe-Law Law Firm. 王闻君 Wenjun Wang

Wenjun Wang serves as legal counsel to several central ministries, commissions, and local people’s governments. She has extensive experience in government and public legal affairs, with a long-standing practice encompassing administrative reconsideration, administrative litigation, legal review and risk assessment, policy and research projects, and public-interest legal services. She is a member of the Research Group for the “Arbitration Rules of China International Intellectual Property Arbitration Commission” under the Legal Affairs Department of the China Council for the Promotion of International Trade, and a member of the Editorial Board for the China International Intellectual Property Annual Report (2022) and China International Intellectual Property Annual Report (2023) of the China International Economic and Trade Arbitration Commission.

张大雷 Zhang Dalei

Mr. Zhang Dalei graduated from the China University of Political Science and Law and the University of Hamburg. He holds the CIPP/E certification, the Senior Corporate Compliance Professional qualification, and several finance-related professional credentials. His practice focuses on civil and commercial dispute resolution, corporate and data compliance, and domestic and cross-border investment. Mr. Zhang previously worked with the All China Lawyers Association, ByteDance, and PKUlaw, where he developed substantial experience advising internet and technology-driven businesses. He has represented clients in a number of high-profile matters, including the “Little Goldfish Dress” case, which was recognized by the Beijing courts as one of the Top 10 IP Judicial Protection Cases of 2024. He also advises major enterprises and research institutions on data security, cross-border personal information transfer, Sino-foreign cooperative education, and international collaboration.

Christophe Germann

Christophe Germann律师自2000年起，在国际律师事务所（Homburg Lawyers，Zurich，Baker&McKenzie，San Francisco and Geneva）和瑞士法院工作6年后，创立了Germann Avocats律师事务所。Christophe Germann律师在知识产权保护、商法、合同法、竞争法、投资和并购法、诉讼争端解决、调解和仲裁、私法和公法方面都有深厚的造诣，在《欧洲人权公约》以及国际贸易等领域积累了丰富的专业经验，对行政法诉讼、刑事司法互助、竞争法、国家援助法的研究深入，并且特别关注国际法和跨国法方面的法律事务工作。Christophe Germann律师于1995年获得瑞士律师资格，2000年他在瑞士日内瓦大学欧洲研究所获得了欧洲硕士学位。后又在伯尔尼大学法学院获得博士学位。

Kolja Roman Targan

Kolja Roman Targan律师曾在汉堡大学、格里夫斯瓦尔德大学、斯泰伦博斯大学（南非）、洛桑大学（瑞士）和柏林大学学习法律。自2012年起从事律师工作，主要处理知识产权以及商法的法律服务工作。汉堡商会于2015年任命Kolja Roman Targan律师为外国语（英语）考试考官。此外，2019年4月，中国科学技术大学任命Kolja Roman Targan律师为公共事务学院教授。

Mr. Kolja Roman Targan studied Law in Hamburg, Greifswald, Stellenbosch/South Africa, Lausanne/Switzerland and Berlin. He is active as a lawyer since 2012, works in the legal department of an international property and commercial law. He was appointed as an examiner for the State-Certified Foreign Language Correspondence Clerk Examination by the Hamburg Chamber of Commerce (Handelskammer Hamburg) in 2015. Besides, in April 2019, the University of Science and Technology of China has appointed Mr. Targan as Professor at the School of Public Affairs.

Julien Scicluna

Julien Scicluna律师是工业产权（商标和外观设计）代理人，欧盟知识产权局（EUIPO）的授权代理人。他拥有伦敦经济学院商事法学硕士学位，并获得国际工业产权研究中心（CEIPI）的协议和工业产权高等专业学习文凭（DESS）。他于巴黎的FRANCE INNOVATION公司开始其职业生涯，此后加入里昂的一家工业产权事务所。他于2006年加入LAURENT & CHARRAS，并在2009年成为合伙人。此外，还特别负责事务所的国际发展和对外交流。自2019年以来，他一直是欧洲知识产权侵权观察站的专家。

Julien SCICLUNA is an Industrial Property Attorney (trademarks and designs) and EUIPO Professional Representative. He has a Masters in Business Law from the London School of Economics and a CEIPI diploma (post-graduate diploma in Agreements and Industrial Property). He began his career at FRANCE INNOVATION in Paris, then joined a Lyon Industrial Property Attorney firm. He joined LAURENT & CHARRAS in 2006 and became a Partner in 2009. He is responsible in particular for the firm’s international development and PR. Since 2019, he has been an Expert at the European Observatory on Threats to Intellectual Property Rights.

Stéphane PALIX graduated in Engineering from Supélec Upper School of Electricity and has a CEIPI diploma. He is an Industrial Property Attorney and a Professional Representative before the European Patent Office (EPO) and the European Union Intellectual Property Office (EUIPO).He began his career in 1991 as an engineer in the Research and Development Department at a railway sector company, then joined LAURENT & CHARRAS in 1994.Stéphane has been a partner of the Firm since 1997.
